How can I determine if goods are hazardous or not?

If you are the Carrier (Operator) the Consignor (sender) has a legal duty to inform you of the hazardous nature of any goods they employ you to carry.

If you are the consignor you should know the chemical composition and chemical / technical name for any goods you produce or consign for carriage. The dangerous goods lists in the various regulations can be used, if you have the correct name for a product and it does not appear in the list then it is reasonable to assume that it is not hazardous. It is crucial that the commercial name for the product is not the one used when consulting the list.
