Following the tragic events of 11 September 2001, both the United Nations General assembly and the United Nations Security Council called for intensified international cooperation and action to prevent and suppress terrorist acts. Transport equipment was the instrument of those attacks and since the transport of dangerous goods and transport infrastructure are now considered likely as either the instrument or the target of possible further attacks it is vital that all persons involved in the transport industry are aware of the security risks, and their responsibilities in ensuring the safe and secure transport of goods and people.

The subsequent terrorist attacks in London on July 7, 2005 targeted the transport infastructure and left 52 people dead. The bombing of the bus in Tavistock square claimed 13 lives. How many more could it have been if a vehicle carrying dangerous goods had been the target?

The regulations governing the transport by road of dangerous goods , ADR Chapter 1.10, place responsibilities on companies who consign and transport dangerous goods to take reasonable security measures, have security plans in place and personnel, including drivers, trained in the security requirements relating to their commercial operations.

Companies involved in the transport of any goods by air are subject to the requirements of the Maritme and Aviation Security Act 1990 and it's daughter regulations. These also require security plans and security measures to be in place. The regulations also require personnel to have training in line with their respective duties, this training requirement extends to transport companies if they transport "known cargo".
